In many ways, Yokohama was a beneficiary--and a casualty--of the "bubble economy" of the 1980s. Here is a view from Landmark Tower showing an area of undeveloped land in the Minato Mirai 21 district. Plans for this dead-looking area include dozens of office buildings, but no one has the money or the desire to build.
